Description and Notes

A 21-year-old Colombian man, Jesús Ramos Santos, who also holds Russian citizenship, was allegedly planning attacks in Lithuania targeting Ukrainian-bound drones stored in Šiauliai, Lithuania. The Colombian police reported he arrived in Lithuania from Russia and linked him to a terrorism investigation. Santos grew up in St Petersburg and lived there until 2022 before moving to Spain and later returning to Russia in 2023. He attempted to return to Spain via the Baltic states in September 2024 but was detained in Bulgaria for terrorism charges and subsequently deported to Colombia. The alleged attacks target NATO-related assets in Lithuania amid ongoing regional tensions.
