China's Covert Espionage and Influence Activities in Germany Intensify, Including Arrest of AfD Staffer

German security agencies have noted a marked intensification of Chinese espionage within Germany, highlighted by the April 2024 arrests of individuals accused of procuring military-use technologies for China's MSS and the detention of Jian G., a close associate of AfD MEP Maximilian Krah, on charge of spying for China. Jian G. allegedly passed confidential EU Parliament information to Beijing and surveilled Chinese dissidents, including opposition groups and activists associated with persecuted communities. China's espionage scope has shifted recently to aggressively target academic institutions and industries that offer advanced technological knowledge, employing methods from cyberattacks to recruiting students with strong governmental ties. The Chinese Communist Party's International Department operates quasi-intelligence activities, seeking political influence by fostering ties with German politicians sympathetic to China. German law enforcement views these activities as a serious multifaceted security challenge, involving multiple Chinese intelligence agencies and military cyber units. Despite covert influence not being criminalized per se, agent activities linked to foreign intelligence services and bribery remain prosecutable, underscoring the complex hybrid threat posed by China in Europe.
