These terms govern your use of the Hybrid War Tracker website at hwt.lv and the HWT browser extension. Read them together with the Privacy Policy, which explains how data is handled.

About HWT

HWT (Hybrid War Tracker) is a non-commercial, public-interest OSINT platform that documents hybrid warfare against Europe. It collects, reviews, and publishes signals — links to publicly available web resources — together with analysis such as briefs, maps, and archives.

By using the website or the HWT browser extension, you accept these terms. If you do not agree with them, do not use the service.

Eligibility

You must be at least 18 years old to submit content to HWT or to use the HWT browser extension. The service is not directed at children, and we do not knowingly accept contributions from anyone under 18.

The service

HWT provides curated signals, briefs, a map, and web archives as a public resource. The service is provided free of charge and may change at any time: features may be added, modified, paused, or discontinued without notice. HWT has no obligation to publish, retain, or continue displaying any particular content.

Submissions

You may submit publicly available URLs relevant to hybrid warfare, disinformation, or related security topics. All submissions are reviewed by the HWT team before anything is published; submitting does not guarantee publication.

Published signals may include the pseudonym you attached. Submissions are not confidential — do not submit anything you need to keep private.

Submission license

By submitting a signal, you grant HWT the non-exclusive, worldwide, royalty-free right to store, analyze, display, archive, and otherwise process the submitted URL, tags, and notes as part of the HWT dataset, for as long as the project exists. You confirm that your submissions do not violate any law or third-party right.

Acceptable use

When using the service, you must not:

  • submit malicious, illegal, or harmful content;
  • use the service to harass, target, or endanger any individual;
  • disrupt or abuse the service, including attempts to circumvent rate limits, scrape at abusive volumes, or probe the infrastructure.

Security research is welcome through responsible disclosure — see the security page for how to report vulnerabilities.

Browser extension

HWT grants you a limited, non-exclusive, revocable license to install and use the HWT browser extension for submitting signals to the platform. Your browser may update the extension automatically; by continuing to use it after an update you accept the updated version.

The extension is distributed through the Chrome Web Store and Firefox Add-ons, and your use of those stores is additionally governed by Google’s and Mozilla’s own terms — neither Google nor Mozilla is a party to these terms.

HWT may rotate or revoke the extension’s access credentials, change or retire the interfaces the extension relies on, and block installations that abuse the service, at any time and without notice. The extension’s onboarding flow presents these terms and the Privacy Policy before first use.

Content and accuracy

Signals link to third-party content. Inclusion of a signal means the HWT team considered it relevant to documenting hybrid warfare — it does not mean HWT endorses the content or vouches for its accuracy. Third-party websites are outside HWT’s control, and linked content may change or disappear. Analysis published by HWT reflects the information available at the time of writing.

Reporting content

If you believe content published on HWT is illegal or violates these terms, report it to legal@hwt.lv with a link to the content and a short explanation. HWT reviews such reports and may remove or restrict content where justified. This mailbox is also HWT’s point of contact for authorities and other official inquiries.

Intellectual property

The HWT dataset, its curation, and content authored by HWT (briefs, analysis, and site content) belong to the project. Content referenced by signals belongs to its respective owners; HWT stores links and, where applicable, archival snapshots for documentation and preservation purposes.

Accounts

Most of HWT is available without an account; accounts are created by invitation. If you have one, keep your credentials secure and do not share them.

HWT may suspend or terminate accounts, revoke access credentials, or block IP addresses and installations that violate these terms or threaten the service.

No warranty and limitation of liability

The service is provided “as is” and “as available”, without warranties of any kind — including availability, accuracy, completeness, or fitness for a particular purpose.

To the maximum extent permitted by applicable law, HWT and the people running it are not liable for any damages arising from the use of, or inability to use, the service or the content it links to. Nothing in these terms excludes liability that cannot be excluded under applicable law.

Changes to these terms

When these terms change, the updated version is posted on this page with a new “Last updated” date. Continued use of the service after a change means you accept the updated terms.

If any provision of these terms is found invalid or unenforceable, the remaining provisions remain in full force.
