Latvia's Security Police report significant increase in security risks from Russia in 2025, highlighting cyberattacks, hybrid warfare, legal discreditation efforts, and military threat escalation.
The Latvian Security Police (SAB) report published on 26 January 2026 states that although Russia currently does not present a direct military threat to Latvia, the security risks to Europe and Latvia have substantially increased because of Russia's escalated perception of the West as an existential threat. Russia continues to apply and develop hybrid warfare instruments, including legal actions in international forums aimed at discrediting Latvia and exerting political pressure to alter its stance towards Russia and Russian-speaking populations. SAB notes sustained military threat potential post-Ukrainian conflict through ongoing militarization and capability advancement. In 2025, Russia undertook extensive influence campaigns to weaken Western unity in support of Ukraine and prepared for possible confrontation with NATO, including cyberattacks on industrial control systems in Latvia and Western countries. SAB assesses Russia's military resources still exceed Ukraine’s, but Ukraine maintains sufficient capacity to prevent strategic breakthroughs, anticipating a prolonged conflict at least through 2026. SAB also points to increased militarization of the Russian and Belarusian economies. Furthermore, China’s soft power and technological influence activities in the West are noted as a parallel concern. SAB Director Egils Zviedris emphasized the need for societal unity and resilience, especially ahead of Latvia's upcoming autumn parliamentary elections, warning against Russian influence and information operations designed to polarize and weaken Latvian society. The SAB annual report includes detailed assessments of counterintelligence, cybersecurity, intelligence, and classified information protection and guides Latvia’s security directions for 2026.
Confidence: High
The event details extensive Russian hybrid aggression against Latvia and Europe through military threats, cyberattacks, and legal discrediting campaigns, with SAB also outlining Latvia's defensive security assessments and calls for societal vigilance, confirming both aggressor and defense preparation activities.
