Four individuals in Latvia conducted multiple arson attacks on railway infrastructure, pled guilty to arson and aiding a foreign state against Latvia.
On August 11, 2026, three of four accused individuals pleaded guilty at Riga City Court to committing four arson attacks on Latvian railway facilities (electrical distribution cabinets and relays) during October 2025 and January 2026. The main organizer, Oļegs Sverdlovs, received sabotage orders while in prison and enlisted Arnis Jansons, who conducted arson incidents alone and with Jurijs Luka and Jurijs Lečenkovs. They videotaped the sabotage acts and reported via the Telegram app to the commissioning party. Arrested earlier in 2026, only Jurijs Lečeņkovs appeared in court in person; the others participated via video from Riga Central Prison. Lečenkovs admits arson but denies aiding foreign intelligence and faces additional charges for amphetamine possession. He requested psychiatric assessment claiming unawareness of actions. The perpetrators were promised $250-$450 per attack though payments were inconsistent. The aiding foreign state charge carries up to 20 years imprisonment. All three defendants admitted guilt and seek plea agreements likely involving lengthy sentences. The next hearing is set for September 17, 2026.
Confidence: Medium
The admitted arson attacks targeting critical railway infrastructure combined with aiding a foreign state clearly demonstrate hostile hybrid warfare activity against Latvia. The defendants' communications with a foreign agent via secure app and the severe legal charges reinforce the hostile nature. The multiple coordinated sabotage incidents and court proceedings confirm this as a hybrid threat signal.
