The German domestic intelligence agency reports that Russian intelligence increasingly uses 'Low Level Agents'—disposable operatives recruited via social media—for sabotage and espionage in Germany and Europe.
According to the German Federal Office for the Protection of the Constitution (BfV), Russian intelligence services have intensified the use of so-called 'Low Level Agents,' also termed 'disposable agents,' as a tactical adaptation to growing success in German counterintelligence. These operatives, often recruited through social media and drawn from individuals expressing pro-Russian sentiments, are employed for sabotage, propaganda, and spying activities but are not official intelligence officers. Recently, arrests in Germany and Switzerland of three Ukrainians suspected of sabotage-related agent activity linked to Russian state actors highlight the ongoing threat. The BfV Vice President Sinan Selen emphasized that Germany remains a primary target of Russian espionage and that these hybrid espionage tactics constitute a sustained, long-term threat independent of the Ukraine conflict's progression.
Confidence: High
The article explicitly describes hostile Russian intelligence activities using 'Low Level Agents' for espionage and sabotage targeting Germany and Europe, confirming aggressor behavior and making it a hybrid warfare signal.
