Estonia deports Russian citizen suspected of gathering intelligence for intended acts of sabotage

On 13 February 2026, Estonia's Police and Border Guard Board deported Russian citizen Andrei Zhuravlyov, suspected of collecting intelligence to aid Russian sabotage activities in Ida-Viru County. The deportation followed a proposal from Estonia's Internal Security Service (KaPo), which stated Zhuravlyov was used by Russian special services to gather intelligence. Born in Narva in 1967, Zhuravlyov held an Estonian residence permit but mostly resided in Russia. Records show multiple border crossings from Russia to Finland by car and on foot at the Estonia-Russia border. KaPo indicated such intelligence gathering corresponds to preparatory phases of Russian sabotage operations.
