On December 22, 2024, German Defense Minister Boris Pistorius publicly warned of a hybrid threat emanating from Russia under Vladimir Putin's direction. He detailed that hybrid warfare combines traditional military operations with computer attacks, economic coercion, and propaganda aimed at destabilizing societies and influencing public opinion. Pistorius stressed Germany is a key target due to its open democratic society and urged preparation and resilience. He cited threats including attacks on infrastructure and energy supply, activities in the North and Baltic Seas, and airspace violations. Concurrently, offshore wind park operators highlighted increasing risks to their installations and supported Polish proposals for enhanced policing missions in the Baltic Sea for better protection against sabotage and espionage. The EU is also preparing a new sanctions package against Russia to be enacted in February 2025, aimed at specific economic sectors previously inadequately targeted, signaling continued diplomatic pressure on Moscow.
