Estonia closed the border road passing through the Saatse Boot after a large group of masked Russian soldiers appeared there. The soldiers departed by October 11, but the road remains closed for several days. Officials downplayed the threat.
Estonian authorities closed a 1-kilometer stretch of road passing through a peculiarity of the Estonia-Russia border called the Saatse Boot after a larger-than-normal group of masked and camouflaged Russian soldiers appeared there. The soldiers were reported by the Estonian border guard service on October 10, 2025, and had left by October 11, according to Interior Minister Igor Taro. The closure will remain for several days. Officials stated there was no direct threat of war and that the incident did not change the security situation. Estonia’s Foreign Minister Margus Tsahkna downplayed the situation as exaggerated. The Saatse Boot road allows Estonians to drive through without customs or passport checks as long as they do not stop. The incident occurs in a context of heightened Estonian concern over Russian hybrid warfare tactics following Russia’s full-scale invasion of Ukraine. Recent related actions include Russia removing border buoys in 2024 and Russian fighter jets entering Estonian airspace in September 2025, leading Estonia to seek NATO Article Four consultations.
Confidence: High
The presence of an unusually large group of masked Russian soldiers on foreign territory without formal acknowledgement, and the closure of transit in a sensitive border zone, fits the pattern of covert occupation or intimidation commonly associated with hybrid warfare tactics by Russia, as previously seen in Crimea and other locations.
