Latvian police began an investigation after Dmitrijs Savvins received threats on Facebook amid preparations for Frontier Review, a project exposing hybrid threats related to Russian influence in Latvia.
On 18 September 2026 at 23:37, Dmitrijs Savvins, head of the Russian Civil Society Promotion and Russian Emigrant Support Association (AREM) in Latvia, received several threats via Facebook private messages. Following his complaint, the Latvian State Police initiated an administrative process investigation. This incident occurred shortly before the presentation of the investigative project Frontier Review, focused on hybrid threats to NATO's eastern flank. The first issue of Frontier Review, scheduled for 7 October 2026 in Riga, addresses hybrid threats linked to the ongoing Latvian election cycle and parliamentary coalition formation, examining Russian influence mechanisms in Latvia and the Baltic region, including connections of political and economic groups with Russian special services representatives. Savvins, who is also involved in the new Frontier Review project and whose association is officially declared 'undesirable' by Moscow, perceives the threats not as ordinary incidents but possibly as serious provocations with potential backing from influential actors. The police are investigating the threats received by Savvins, which come amid increased exposure of Putin regime agent groups targeting political emigrants and regime opponents.
Confidence: High
The threats were targeted at a key civil society figure actively exposing hybrid threats and Russian influence, receiving hostile communication in a digital platform shortly before a major investigative report presentation, fitting the profile of hostile hybrid action.
