Ukraine's ex-intelligence official says every Russian Orthodox priest abroad is linked to Russian intelligence, using the church as a tool for espionage and Kremlin influence operations in Europe.
A former senior official of Ukraine's military intelligence agency, Major General Illia Pavlenko, has claimed that every Russian Orthodox Church (ROC) priest serving abroad is either recruited by or affiliated with Russian intelligence services. He described the ROC as a part of Moscow's broader influence network in Europe, used by Russian intelligence agencies such as the SVR, GRU, and FSB for espionage and information operations. The church promotes Kremlin-favorable narratives among diaspora communities including Ukrainian refugees and leverages Soviet-era influence networks. The claim was presented at the 'Russian Orthodox Church in Europe: Infrastructure of Russian Influence' forum held by the Institute for National Resilience and Security. The former official warned the ROC operates in the interests of the Russian state and acts as an aggressor state's structure. Ukrainian officials called for strengthening Ukraine's own church and informational presence abroad to counter Moscow's influence. Western governments and security agencies have also warned about Russian influence operations via religious institutions connected to Moscow.
Confidence: High
