By December 26, 2025, Russian Wagner mercenaries have been reported deployed aboard ships belonging to Russia's shadow fleet operating in the Baltic Sea. This deployment occurs as the European Union enforces stringent sanctions against Russian maritime activities, aiming to disrupt supply lines and economic trade via Baltic routes. The shadow fleet seeks to evade sanctions by clandestine sea movements, supported by Wagner personnel, combining paramilitary presence and covert logistics. Satellite imagery and geolocated data confirm ship routes near key Baltic maritime chokepoints. This hybrid warfare tactic underscores Russia's adaptive measures combining unconventional military tools and economic pressure to resist EU actions in the Baltic maritime domain.
