Russia is paralyzing the OSCE by infiltrating its staff with spies, blocking decisions, withholding payments, and disrupting missions amid the Ukraine invasion, prompting calls for Russia's expulsion.
Since Russia's invasion of Ukraine in February 2022, the OSCE has faced severe internal disruption largely attributed to Russian actions. Russia blocked extension of OSCE monitoring missions in Ukraine, leading to mission termination in 2022. It also refused to approve Estonia's 2024 OSCE presidency candidacy, aiming to undermine the organization's consensus-based operations. Moscow has withheld over 10 million euros in dues. Western intelligence alleges Russian spies embedded within the OSCE staff under diplomatic cover, including relatives of senior Russian officials and known operatives. Russia detained three OSCE personnel on alleged criminal charges linked to combat operations in occupied Ukrainian regions; the detentions are widely described as politically motivated 'show trials.' Poland has declared certain Russian OSCE staff security threats. Ukraine demands Russian suspension from the OSCE, citing Russia's aggressive war and international arrest warrant for President Putin. OSCE Secretary General Helga Schmid affirms staff must serve the organization, but member states' mistrust grows. Despite Russia's continued participation with sanctioned delegates, member states protested symbolically at meetings. The OSCE's traditional role in European peace and security appears severely undermined, with its future in jeopardy.
Confidence: High
The article explicitly documents Russian hostile actions including infiltration, blocking consensus, withholding funds, detaining OSCE staff, and deploying sanctioned delegates, all targeting the OSCE amid the Ukraine war.
