According to Russian federal port records, the Chinese ship Yui Peng 3, suspected of cutting communications cables in the Baltic Sea, is captained by a Russian citizen named Alexander Evgenievich Stechentsev. The Yui Peng 3 was only transferred to its current Chinese owner earlier in November 2024 and is transporting goods and oil from Ust-Luga port in Russia to Port Said, Egypt. The same captain also commands the ship URSUS ARCTOS on a similar route. Records show a person with the same name involved in a Russian court dispute against the port services company OOO "Albatros" from Ust-Luga, suggesting he might have acted as a pilot during the initial routing from the Russian port or for the entire journey. This link indicates potential Russian involvement or facilitation in the sabotage incident in the Baltic Sea.
