Estonia, Latvia, Lithuania, and Poland urge the EU to support the Eastern Shield and Baltic Defence Line initiatives to strengthen defence along the EU's eastern border against Russian and Belarusian threats.
The prime ministers of Estonia, Latvia, and Poland, along with the president of Lithuania, sent an open letter to EU leaders on 20 June 2025 calling for stronger EU support for the Eastern Shield and Baltic Defence Line defence initiatives on the EU's eastern border. The letter highlights the growing threat from Russia and Belarus, emphasizing destabilising actions, sabotage, and the weaponisation of migrants. The leaders underscored their commitment to spending more than 5% of GDP on defence and stressed the importance of building infrastructure to counter incursions and coordinating efforts within the EU and NATO. The Eastern Shield fortification system construction began in late 2024 in Poland with a budget of PLN 10 billion (~US$2.7 billion) for 2024-2028. Estonia has started building the Baltic Defence Line on its south-eastern border in cooperation with the Centre for Defence Investment. The letter calls for EU recognition of these initiatives as projects of common interest and for support through EU instruments.
Confidence: High
The article clearly describes alliance defense preparations by Estonia, Latvia, Lithuania, and Poland to build layered defensive infrastructure against threats from Russia and Belarus, including new fortifications and coordination within EU and NATO. There is no indication of aggressor actions triggering the event, so it is a defense preparation event.
