Russia is conducting daily hybrid attacks against Germany, including sabotage attempts on naval ships, arson packages, espionage, and cyberattacks, targeting military and civilian infrastructure across multiple German regions.

According to German intelligence and security officials, Russia has intensified hybrid warfare targeting Germany with regular acts including sabotage, espionage, drone surveillance, and cyberattacks. Notable incidents include sabotage against German Navy ships involving cut cables, metal filings in engines, and contamination of drinking water. In July 2024, an arson package at the DHL logistics center in Leipzig nearly caused an airplane crash. German authorities arrested several Ukrainians allegedly recruited by Russian intelligence to sabotage freight transport via incendiary devices and GPS trackers sent from Germany to Ukraine. Additional arrests in Bavaria revealed plans to target railway lines and military infrastructure. German counterintelligence also uncovered spies leaking Bundesnachrichtendienst (BND) secrets to the FSB, and continued drone overflights over military sites aimed at reconnaissance and jamming German defenses. Cyberattacks attributed to Russian-linked APT28 targeted German political and defense sector organizations, including just before the Bundestag election. Maritime incidents in Eckernförde illustrate increased Russian naval provocations. These cumulative hostile actions reflect Russia's strategic use of hybrid warfare below NATO's Article 5 threshold to destabilize Germany and undermine military support for Ukraine.
