On 2026-08-13, intense hybrid warfare activities continued between Russia and Ukraine including Ukrainian drone and missile strikes on Russian military and logistic targets in Crimea, Russia, and occupied territories; Russian aerial bombings of Ukrainian civilian trains and towns causing casualties; sabotage in occupied Crimea; drone attacks on Russian infrastructure, and prisoner exchanges. Ukraine proposed a Black Sea ceasefire with no Russian reply.
On 2026-08-13, multiple hybrid warfare incidents occurred in Ukraine and surrounding regions. Ukraine conducted drone and missile strikes targeting Russian naval vessels, grain terminals in Russia, the control tower of the Saki airfield in illegally annexed Crimea, a radar station with Nebo-U system in Sevastopol, an ammunition plant shock near Rome in Italy, and drone strikes in the Krasnodar region targeting oil refineries. Russia conducted multiple aerial bomb attacks on Ukrainian cities including Kramatorsk, Zhytomyr, Pavlohrad, and Zaporizhzhia region, hitting passenger trains and civilian infrastructure, causing casualties including civilians and train drivers. The Odesa-Dnipro passenger train was attacked by a Russian Shahed drone killing the train driver and his assistant but all passengers evacuated safely, including 67 children who were evacuated by buses. Another train was targeted in Odesa region without injuries due to air raid warning. A suspected Ukrainian sabotage exploded an ammunition device in occupied Crimea killing 5 people including a defected Russian navy captain. Russian attacks with cruise missiles were reported in Zhytomyr. Ukrainian drones targeted Russian logistics including a former Epicentr branch in occupied Yenakieve and a Wildberries logistics center near Ufa in Bashkortostan reportedly storing military equipment. Several Russian airports (Kaluga, Yaroslavl, Pskov) closed following drone attacks. A civilian exchange involving 15 prisoners took place at the Belarus-Russia-Ukraine checkpoint Novaya Guta. Bodies of fallen soldiers were exchanged between Russia and Ukraine. These incidents highlight continued active military and paramilitary operations, drone swarms, attacks on strategic infrastructure and civilian targets, claiming numerous casualties, and ongoing tension in the Black Sea region. A Ukrainian proposal for a Black Sea ceasefire to stop strikes on civilian shipping has been communicated to Russia without response. Europe suffers spillover incidents including explosion in an Italian ammo plant.
Confidence: High
Multiple coordinated attacks by Russia on civilian infrastructure and passenger trains combined with Ukrainian drone and missile strikes on military targets and occupied territory logistic hubs demonstrate ongoing active hostile hybrid warfare and paramilitary operations with clear intent to degrade opposing capabilities and terrorize population centers.
