Lithuania will train 22,000 citizens in drone operation and building at nine new centers by 2028 to strengthen UAV skills and civil resistance amid regional security concerns.
Lithuania plans to train more than 22,000 citizens, including 15,500 adults and 7,000 children, to build and operate drones at nine new training centers by 2028. The initiative, run jointly by the Defence and Education Ministries, will open the first three centers in September 2025 in Jonava, Tauragė, and Kėdainiai, with further centers to open in Šiauliai and Panevėžys in 2026, Utena and Telšiai in 2027, and Klaipėda and Marijampolė in 2028. The €3.3 million program will provide specialist equipment such as indoor and outdoor FPV drones, control and video transmission systems, software, and a mobile educational app. The training aims to enhance public competence in UAV control and engineering and expand civil resistance training. Adult training will be conducted by the Lithuanian Riflemen's Union and the Lithuanian Non-formal Education Agency (LINEŠA), with lessons adapted for schoolchildren from 3rd to 12th grade covering UAV building, 3D drone parts designing, and national competitions. This initiative is part of Lithuania's increased focus on drone technology amid Russia's ongoing war in Ukraine and follows incidents where drones believed to be Russian crossed from Belarus into Lithuania.
Confidence: High
The report describes a defensive initiative by Lithuania to expand UAV operation and engineering training among civilians and adults to strengthen public competences and civil resistance, enhancing the country's ability to respond to hybrid threats, especially related to drone incursions from Russia and Belarus. It is not indicative of offensive or aggressor activity.
