Latvian State Security Service and Defence Intelligence detained a couple for espionage for Russia's GRU, collecting sensitive military and NATO-related information, including reconnaissance flights over a military base.
On 28 June 2026, the Latvian State Security Service (VDD), in cooperation with the Defence Intelligence and Security Service (MIDD), detained a Latvian couple on suspicion of unlawfully collecting and transferring information about Latvia's defence sector to Russia's military intelligence service (GRU). The investigation revealed that the suspects gathered intelligence on Latvia’s defence system, NATO ally activities, support to Ukraine, the National Armed Forces Aviation Base, radar systems, and military aircraft movements. One suspect conducted reconnaissance of the Ādaži Military Base and took aerial photographs using a small private airplane on behalf of GRU. They also engaged in activities potentially supporting reconnaissance-sabotage groups within Latvia. On the day of detention, criminal proceedings were carried out at three sites in Riga and Ādaži, resulting in the seizure of various data mediums, documents, and notes now under analysis. The suspects are in custody as a security measure, and investigations continue.
Confidence: High
The captured individuals were actively collecting and transferring sensitive military intelligence to a foreign military intelligence service (GRU), constituting hostile espionage activity against Latvia, a NATO member, qualifying as hybrid hostile intelligence operation.
