Latvian State Security Service (VDD) seeks criminal prosecution against a Latvian citizen for unlawful reconnaissance of military facilities and espionage for Russian military intelligence (GRU) activities detected in 2025.

On 30 December 2025, the Latvian State Security Service (VDD) decided to initiate criminal prosecution against a Latvian citizen for illegal collection and transfer of information regarding military facilities of Latvia on behalf of the Russian military intelligence service (GRU). The suspect was detained earlier on 27 August 2025, with the case initiated on 21 August 2025 under Section 85 of the Criminal Law for illegal intelligence activities and transferring information to foreign intelligence. Investigations revealed the suspect provided the GRU with details on military locations, security measures, and armament depots, as well as information about new military constructions, troop training, and NATO allied troops' presence. The suspect coordinated these espionage activities using the Telegram online messaging application. The individual is currently in custody while the prosecution proceeds. VDD stated that guilt has yet to be legally determined.
