Russian spies posing as fishermen and tourists were detected conducting espionage near the Norway-Russia border in early 2026 amid increased hybrid warfare activities.
Russian spies have been using fishing and tourism as a cover to conduct espionage near the Norway-Russia border. Commander John Olav Fuglem, head of the Finnmark Brigade, reported that operatives were found entering Kirkenes and that espionage and hybrid warfare activities are increasing in the border region. Norway has increased regional security since Russia's 2022 invasion of Ukraine and established the Finnmark Brigade in August 2025 to strengthen defense near the Russian border. Norway shares a 200-kilometer land border with Russia. Both Sweden and Finland joined NATO in response to the Ukraine conflict, with Finland's accession doubling NATO's land border with Russia.
Confidence: High
The article clearly describes Russian espionage activities targeting Norway as aggressor behavior, and simultaneously details Norway’s military build-up, including the establishment of the Finnmark Brigade to enhance border defense, constituting defense preparations.
