Russia plans to double rail freight tariffs for cargo to Latvia, Estonia, and Finland from June 1, 2026, including shipments routed through Belarus, excluding Kaliningrad-bound freight.
Russia's Federal Antimonopoly Service has issued Order No. 306/26 to double railway freight tariffs on cargo bound for Latvia, Estonia, and Finland starting June 1, 2026. The tariff increase applies to all cargo moving towards Russian land border crossings with export codes for these three countries. Freight bound for Russia's Kaliningrad exclave via Lithuania is exempt. Additionally, cargo routed through Belarus will also face the doubled tariff if the final destination is Latvia or Estonia. The order was signed by FAS head Maksim Shaskolsky, drafted in late April and registered on May 18, 2026.
Confidence: Medium
The doubling of tariffs specifically targeting Latvia, Estonia, and Finland constitutes an act of economic coercion by Russia, a hostile signal impacting trade and logistics to exert pressure on these countries.
