Estonia's defense minister resigned after an audit revealed serious oversight failures and a stalled €70m EU-funded artillery procurement for Ukraine, prompting legal action against little-known suppliers and raising budget risk concerns.
Estonian Defense Minister Hanno Pevkur resigned after Estonia's National Audit Office reported major procurement and oversight failures in an EU-funded program to buy artillery shells for Ukraine. The report warned that around €70 million in advance payments for ammunition might have to be covered by Estonia's own state budget because contracted deliveries had not materialized and goods did not meet quality standards. The Defense Investment Centre (RKIK/ECDI) had acted as a mediator to procure equipment for partner countries using European Peace Facility funds, but allegedly concealed some high-risk mediation contracts from the National Audit Office and took on financial obligations despite previous assurances that no such risks existed. In 2024, RKIK signed multiple contracts with Italian-registered Datasel SRL, owned by India-based Neco Defense Munitions, companies not previously known to have sold ammunition. ERR reported an initial August 2024 contract and €15 million advance, followed by a €10 million payment in October, for shells that were due in Ukraine from November but were delayed. Additional contracts eventually brought total advance payments to €70 million. Estonia has initiated legal action in Harju County Court and international arbitration in Switzerland against the suppliers. An MoD spokesperson confirmed most international contracts were fulfilled but said this case was exceptional, noting on-site inspections found the equipment incomplete and failing quality standards. Datasel's attorney countered that the company is a victim, claiming it delivered a substantial quantity of material in line with initial contracts and that delays stemmed from a complex international supply chain and slow government approvals, including from Estonia. The attorney stated Datasel maintained regular communication with the Estonian Centre for Defence Investments and remains ready to complete outstanding deliveries. In a TV interview with Estonia's ETV show Aktuaalne kaamera, Pevkur accepted political responsibility, stating that a leader must take responsibility even when not personally at fault. He acknowledged RKIK had brought the artillery contracts to him but emphasized that the minister does not negotiate contracts or count ammunition stocks; instead, RKIK is responsible for preparatory work, negotiations, and selecting contracting partners. The Estonian Ministry of Defense publicly thanked Pevkur for leading national defense and his support for Ukraine, while domestic media (ERR, Eesti Ekspress) highlighted risks to Estonia's budget and questions about the vetting of unfamiliar ammunition suppliers.
Confidence: Medium
The primary subject is a defense procurement scandal leading to a ministerial resignation, fitting political/legal subversion via corruption risks more than purely administrative issues; it has strategic impact on support to Ukraine, but evidence for deliberate hostile manipulation is absent.
