Since the Ukraine invasion, hundreds of Russians have fraudulently obtained Romanian citizenship using fake documents to evade sanctions and live in the EU.
Following the 2022 invasion of Ukraine, hundreds of Russian citizens have managed to acquire Romanian citizenship through fraudulent means involving fake Romanian identity documents. This illicit practice centers on Varfu Campului, a small Romanian village that reportedly served as a hub for issuing these false papers. Romanian authorities conducted multiple searches in November 2024 uncovering that approximately 10,000 people from Moldova, Ukraine, and Russia fraudulently obtained Romanian IDs often through a fictitious domiciliation in Varfu Campului. These documents were allegedly produced with the complicity of local civil registry officials and exchanged for bribes such as wine. The fraudulent citizenship allowed Russians to bypass sanctions and reside in the EU. Low electoral participation in this village and suspicious voter registrations raised initial red flags, triggering investigations. The Romanian government is now cracking down on this network as part of broader sanctions enforcement efforts.
Confidence: High
The article clearly describes a fraudulent network potentially used by Russian nationals to evade EU sanctions by illegally obtaining Romanian citizenship documents. This constitutes a sanctions evasion aggressor tactic involving document fraud and corruption within Romanian civil offices. There is no indication of defensive responses as part of the article.
