Poland raised railway alert level to 'Charlie' after sabotage attempts between Warsaw and Lublin, increasing security measures on selected rail lines.
Poland's prime minister, Donald Tusk, raised the terror alert level on certain sections of the Polish railway network to 'Charlie', the second highest alert level, following alleged sabotage attempts aimed at derailing trains between Warsaw and Lublin. The decision was made after consultations with security experts to ensure heightened measures on specific rail lines while the remainder of the network remains at 'Bravo' level. The 'Charlie' alert entails round-the-clock staffing, on-call hours for officials, evacuation readiness, restricted public and vehicle access at selected sites, increased supervision, and arming of security personnel. Parallel cyber alert measures (Charlie-CRP) had previously been in place from February 2022 to February 2024 following Russia's full-scale invasion of Ukraine, but currently 'Bravo' and 'Bravo-CRP' levels are active nationwide until at least 30 November and are likely to be extended. Bravo-level also applies to Polish energy infrastructure abroad. The alert increase follows an escalation in hybrid warfare activities targeting Poland's critical infrastructure.
Confidence: High
The incident involves alleged sabotage attempts targeting critical railway infrastructure and is treated as a hybrid warfare hostile action by state or proxy actors, warranting increased anti-terrorism alert and security measures.
