In late November 2025, Lithuania and Latvia intercepted multiple Belarus-launched smuggling balloons carrying illegal cigarettes, with smuggling driven by wind patterns and disrupted land routes.
On 30 November 2025, Lithuanian and Latvian authorities reported interception of multiple smoke balloons used for smuggling large quantities of illegal cigarettes from Belarus, each carrying approximately 60,000 packs. Lithuania’s VSAT reported nearly 600 smuggling attempts this year and a threefold increase in cigarette interceptions compared to last year, attributing success to enhanced border security measures and checkpoint closures, especially along the Belarus land border. The shift from land to air smuggling using balloons and drones is a smuggler adaptation to these controls. Meteorological conditions, especially wind speed and direction at specific altitudes between 1.5 and 10 kilometers, critically determine balloon trajectories and the scale of incursions. Meteorologists provide forecasts to state agencies to aid interdiction efforts. Following closures of two Belarus border checkpoints, balloon smuggling halted temporarily due to unfavorable weather. These events highlight the complex interplay of environmental factors and law enforcement in countering cross-border contraband via unconventional aerial delivery methods.
Confidence: High
The event clearly describes hostile smuggling activity using balloons from Belarus into Lithuania and Latvia, which are actively countered by border guards and government strengthening of border security, as well as forecasting support from meteorologists to predict and prevent incursions.
