Starting four working days prior to October 18, 2023, thousands of bomb threat emails have been sent daily to Lithuanian institutions, with 2,000 such emails reported on the morning of October 18 alone. These bomb threats have targeted a wide range of public institutions including over 1,000 schools, kindergartens, and other facilities. The threats are written in Russian and form part of an ongoing campaign of terror targeting the Baltic states, likely intended to sow fear and disrupt normal operations. Despite the scale of the threats, this wave of terrorist harassment has received limited global media coverage. The escalating pattern represents a clear example of hybrid warfare tactics directed against Lithuania via mass digital intimidation.
