Since late 2025, Belarusian territory has been the origin of multiple migrant tunnels into the EU (Poland, Lithuania, Latvia). Belarus denies involvement despite evidence; authorities suspect state-supported tunnel construction as a migrant weaponization hybrid tactic.
Multiple migrant tunnels have been dug from Belarus into EU countries (Poland, Lithuania, Latvia) since late 2025 and early 2026. These tunnels are used by migrants, mainly from the Middle East, to cross into EU territory covertly. Border authorities found newly dug tunnels near Latvia on August 10-11, 2026, and previous tunnels were discovered in Poland and Lithuania since September 2025. Belarusian authorities deny these tunnels exist or dismiss intelligence reports about their construction. There are suspicions that Belarus facilitates or supports tunnel construction, restricting access to border areas, and allegedly employing specialists with experience in tunneling. Belarusian leader Lukashenko indicated in October 2024 he would not prevent migrants from crossing into the EU in response to EU sanctions. EU border guards are cooperating to monitor and detect tunnels and plan to acquire underground sensing technologies for prevention.
Confidence: High
The construction and use of tunnels by migrants originating from Belarus into EU countries as a covert means of crossing borders, combined with state denial and alleged facilitation including specialized personnel, constitutes a deliberate hybrid warfare tactic to pressure and destabilize EU border states. Belarus openly dismisses intelligence and sanctions while restricting access to border areas.
