Cigarette smugglers at the Poland-Belarus border have begun using large balloons to evade clampdowns disrupting previous smuggling methods as of early 2025.
Following intensified clampdowns on the Poland-Belarus border, cigarette smuggling operations have evolved with smugglers increasingly using large helium balloons to transport cigarette cartons across the border. This shift comes after previous smuggling tactics like drone shipments, tunnels, and vehicles were heavily disrupted. The migration of smuggling to balloon use was especially noticeable starting around 2024, with officials detecting around 1,200 balloon crossings. Poland has made over 42,000 tobacco smuggling seizures since 2018, indicating the scale of the illicit trade. Balloon use is part of an ongoing adaptive criminal response to border enforcement efforts, with smugglers using balloons capable of carrying up to 10,000 cigarette cartons from Belarus. This modus operandi includes using balloons to pass cigarettes across the border fence, partly due to Belarus' militarized security measures and Poland's stricter border control policies under recent years. Smuggling routes also extend into Lithuania, as noted by recent arrests. Authorities remain watchful as these new tactics signify evolving challenges in cross-border organized crime.
Confidence: High
Classified as aggressor event because criminal smuggling actors are conducting transnational illicit activity targeting Poland’s border security. Classified as defense preparation event because Poland has escalated border security measures and clampdowns responding to and attempting to counter illicit smuggling tactics including balloons.
