Targeted sabotage on the Latvia-Belarus border damaged two more electricity cabinets vital for border monitoring, following an armed migrant crossing attempt. Masked perpetrators damaged infrastructure and stole cameras, suspected to be organized criminals exploiting Belarusian complicity. Border protection measures are extended amid increased migration pressure.
On the border between Latvia and Belarus, continued targeted sabotage damaged two more electricity distribution cabinets that support border monitoring infrastructure. The total number of damaged cabinets is significantly larger, but exact figures were not disclosed. This vandalism followed a violent attempt by a group of at least 20 illegal migrants led by three masked armed escorts to illegally cross the border. These escorts, armed and threatening Latvian National Armed Forces soldiers, actively pushed migrants towards Latvian territory. Several hours after the incident, masked individuals entered Latvian territory, damaged an electricity distribution cabinet, and stole two surveillance cameras before returning to Belarus. Latvian Border Guard officials suspect these masked individuals are not Belarusian state agents but rather organized crime members exploiting Belarusian services' goodwill to facilitate illegal migrant transfers. There has been a noted increase in sabotage incidents against IT infrastructure, although physical fence damage has decreased compared to the previous year. The Latvian government extended the reinforced border protection regime in the border area with Belarus until the end of the year due to increased illegal migration instigated by Belarus. In 2024 so far, nearly 5,388 attempted illegal border crossings have been thwarted, with some migrants admitted on humanitarian grounds.
Confidence: Medium
The incident involves deliberate sabotage of critical border infrastructure which supports border monitoring, linked to hostile activities alongside armed illegal migrant crossings and suspected criminal groups exploiting state actor complicity, fitting criteria for hybrid warfare hostile signals.
