Estonian Police and Border Guard Board temporarily closed passage through the Saatse Boot on 11 October 2025 due to increased movement of a larger-than-usual Russian unit on Russian territory near the Estonian border, assessing the situation as riskier than usual.
On Friday, 11 October 2025, Estonian border guards observed an unusually large movement of a Russian unit on the territory of the Russian Federation near the Estonian border at the Saatse Boot area. The Police and Border Guard Board (PPA) decided to temporarily close the Värska–Ulitina road through the Saatse Boot, a small Russian territory enclave surrounded by Estonia, to ensure the safety of Estonian residents and prevent possible provocations or incidents. The road was closed from the evening of 11 October and will remain closed at least until Tuesday. A detour via Värska, Treski, Matsuri, and Sesniki was arranged. The PPA deployed additional patrols to communicate with drivers and prevent risks during passage through the Russian territory, which is normally allowed only by vehicle without stopping. The decision was made by the Director General of the PPA following heightened Russian military presence and patrol activity in the area.
Confidence: High
The increased presence and unusual movements of Russian border guards near the Estonian border, combined with the Estonian authorities' decision to close a transit route through Russian territory for safety and to prevent provocations, indicates hostile or coercive military posture by Russia directly impacting Estonian border safety.
