In 2025, Germany has become a frontline in hybrid warfare as Russian intelligence escalates covert operations by recruiting 'low-level agents'—ordinary civilians paid small sums to conduct sabotage, surveillance, and minor acts of espionage. These agents operate on the margins of Russian networks, often identified via pro-Russian Telegram channels, and are motivated by a mix of ideological sympathy and financial incentive. Germany has experienced recent drone incursions targeting military, critical, and civilian sites, including Munich Airport, with suspicions pointing at Russian involvement. Cases like Dieter S. and Alexander J., facing trial for planned sabotage against military infrastructure to disrupt Ukraine weapons support, underscore the operational threat. The German domestic intelligence, Federal Intelligence Service, Federal Criminal Police, and Military Counterintelligence have issued warnings against recruitment attempts through social media. Russian use of these agents is described as an 'act of desperation' amid expulsions of Russian diplomats suspected of espionage, opting for expendable locals to maintain low-risk harassment and disruption. The overall strategy seeks to erode public security perceptions to politically weaken Germany's resolve without overt large-scale conflict.
