Lithuania's National Security Commission proposes closing two more Belarus border checkpoints (Lavoriškės and Raigardas) by March 1, tightening transport and passenger controls to enhance national security and block smuggling and sanctioned goods.
Lithuania's National Security Commission has proposed closing two more border checkpoints with Belarus, specifically Lavoriškės and Raigardas, effective March 1. This is a follow-up to the closure of two other checkpoints in August 2023. The commission also proposes tightening passenger bus services by reducing private carrier permits, restricting pick-up/drop-off at Kena railway checkpoint, and banning pedestrian and cyclist crossings. The move aims to reduce travel between the countries, optimize the management of increased transport and passenger flows (up 50% recently), enhance screening of persons, vehicles and goods, prevent actions by Belarusian and Russian intelligence/security services, block sanctioned goods entering Belarus and Russia, prevent smuggling, and improve traffic safety since Lavoriškės checkpoint infrastructure is inadequate. In 2023, road border crossings totaled nearly 3.9 million, a 25.5% increase over 2022, with two-thirds being Belarusian citizens. Lithuanian citizens crossed 684,000 times, down 13.4%. The government will make the final decision.
Confidence: Medium
The event is a defensive national security measure by Lithuania to reduce contact and potential hostile activities across its border with Belarus; it involves administrative closure and transport restrictions rather than hostile action.
