Former Sputnik propagandist Marat Kasem was fined in Latvia for supporting Russia and refuses to return to Russia after detention and revelations about Kremlin media tactics.
Marat Kasem, once an influential editor at Sputnik Lithuania and a propagandist for Kremlin media, was detained and fined in Latvia in 2023 for violating EU sanctions through his media support for Russia’s destabilization efforts. Born in Latvia, Kasem rose through Kremlin media ranks before returning home. He admitted his propaganda work misrepresented NATO and Baltic state realities and operated under direct Kremlin presidential administration supervision, specifically through Alexei Gromov. Kasem also revealed political influence over editorial content by Latvian pro-Kremlin politicians and disclosed the scripted nature of programs featuring Russian Foreign Ministry spokeswoman Maria Zakharova. After his arrest, Russian media personalities protested the action, but Latvian authorities increased legal penalties for such offenses following the case. Kasem no longer identifies with Russian propaganda efforts and declined to return to Russia, highlighting growing internal dissent among Kremlin-affiliated media operatives amid the war in Ukraine.
Confidence: High
The event describes hostile Russian propaganda operations targeting Baltic states, which aligns with aggressor activity. At the same time, Latvian authorities detained and fined the propagandist, reflecting defensive legal and security measures. The event clearly shows hybrid warfare tactics and a defensive state response.
