The Robert Lansing Institute reported on March 5, 2026, that Russia adjusted its recruitment policy in Africa by blacklisting certain countries for military recruitment while continuing operations in others such as Malawi, Zambia, and the Democratic Republic of Congo. This policy shift is a damage-control measure responding to international criticism and casualty visibility among African recruits, with over 1,400 identified recruited and more than 300 killed. The blacklist aims to reduce diplomatic fallout but does not signal a full cessation of recruitment. Instead, recruitment efforts will concentrate in politically permissive African states with established Russian influence networks and socioeconomic vulnerabilities that facilitate enlistment. Moscow will likely maintain recruitment through a hybrid model involving formal military agreements, private military companies including Wagner-linked networks, and informal clandestine channels like WhatsApp groups and visa intermediaries. This adjustment reflects Russia’s strategic necessity to supplement manpower for its war effort while managing reputational risks. The consequences include expanding underground recruitment networks, complicating African governmental oversight, and intensifying geopolitical competition on the continent. Africa remains a significant theater in Moscow’s broader geopolitical and military strategy.
