The Polish National Prosecutor’s Office has charged Belarusian citizen Sciapan K. with setting fire to a multi-storey construction store (OBI shopping center) on Radzyminska Street in Warsaw in April 2024. The fire occurred on April 14, 2024, causing damage estimated at more than 3.5 million zlotys. According to prosecution, Sciapan K. spilled flammable liquid in the store on April 13 and left devices for remote arson, which triggered the fire during the night of April 14. He filmed the fire, and some of the footage was published on Russian propaganda websites. The prosecutor's office stated that the arson was committed in the interests of Russian Federation intelligence and on instructions of Russian special services. Sciapan K. is charged with sabotage in the interests of foreign intelligence and terrorism, punishable by life imprisonment. The court has extended his detention for three months. He is also implicated in an investigation of an organized criminal group recruiting and organizing sabotage for foreign intelligence.
Confidence: High
The incident involves deliberate sabotage and arson carried out by an individual acting under the instructions of Russian intelligence, which constitutes a hostile hybrid warfare act in a foreign country, aiming to damage infrastructure and spread propaganda.
