Since 2013 and increasingly after 2022, Russia’s Kremlin-linked private political warfare firms—initially Yevgeny Prigozhin’s Internet Research Agency and now Ilya Gambashidze’s Social Design Agency—have conducted coordinated disinformation campaigns targeting Europe and Ukraine, closely managed by the Russian Presidential Administration, and sanctioned by the EU and UK.
Over the past decade, Russia has developed a hybrid model of political warfare where private companies deliver malign influence operations closely aligned with Kremlin objectives. Yevgeny Prigozhin’s Internet Research Agency pioneered pro-Kremlin troll and bot campaigns from 2013 until Prigozhin's failed mutiny and assassination in 2023, after which these projects declined in influence. The more recently emergent Social Design Agency, headed by political technologist Ilya Gambashidze, displays a tighter operational link with the Russian Presidential Administration through internal management including Sofia Zakharova and Alexander Kharichev. The SDA engaged in large-scale disinformation campaigns, notably Operation Doppelganger that impersonated European media outlets to spread Kremlin-friendly narratives across Germany, France, Italy, Ukraine, and the UK. These activities prompted sanctions by the EU and UK and takedowns by platforms such as Meta. This organizational evolution reflects a Kremlin strategy to integrate formerly semi-independent private military and media contractors directly under state control.
