A video by Igor Hopp, associated with the KOOS movement, alleges that Estonia is preparing genocide against its Russian-speaking population by progressing through stages such as societal division, stereotyping, legal restrictions, social isolation, dehumanization, normalized hostility, blaming, propaganda, and preparation for violence. Hopp’s claims hinge on a theoretical framework by genocide scholar Gregory Stanton, which Propastop clarifies is intended as an analytical tool for historical genocides, not as a literal checklist diagnosing ongoing genocide. The video misinterprets issues like the use of alien 'grey passports', voting rights restrictions on non-citizens, language education reforms aimed at integration, and wartime rhetoric targeting Russian soldiers rather than Russian-Estonian civilians. The article stresses the gravity of genocide accusations and the danger of escalating political disagreements into criminal allegations. It also contextualizes similar propaganda accusations used by Russia against Ukraine and Baltic states with the aim to destabilize. Estonian government and independent sources reject claims of systemic discrimination or intent to destroy the Russian-speaking minority, emphasizing efforts to promote social cohesion and adherence to international norms.
