EU imposes sanctions on individuals and entities linked to Russian hybrid threats, targeting destabilization efforts in Europe.
On 16 December 2024, the Council of the European Union decided to impose restrictive measures against 16 individuals and three entities involved in Russia's destabilising activities targeting the EU, its member states, and partners. This is the first time the Council has adopted such listings under a framework established on 8 October 2024 to address hybrid threats aimed at undermining the EU's security, stability, independence, and integrity. The measures target covert operations by Russian military intelligence unit GRU Unit 29155 linked to assassination attempts, bombings, and cyberattacks across Europe, as well as other actors including the Groupe PanAfrican pour le Commerce et l'Investissement, African Initiative, and a high-ranking GRU military official associated with the Wagner Group after the death of Yevgeny Prigozhin. Additionally, a Russian-led digital misinformation campaign dubbed 'Doppelganger' was countered, involving individuals spreading disinformation supporting Russia’s aggression against Ukraine and EU members. The Council also targeted collaborators of the Russian government in France with travel bans and asset freezes. These measures will restrict designated persons and entities from accessing financial services or entering the EU, enhancing EU resilience against Russia’s hybrid threats. The decision aligns with previous EU actions condemning Russia’s hostile hybrid tactics, reaffirming the EU’s commitment to counter such destabilization efforts.
Confidence: High
The event involves the EU responding to aggressive actions by Russia, confirming it as an aggressor event. Additionally, the sanctions are a preparatory measure to strengthen EU defenses against Russian influence operations.
