Severed Kaliningrad Subsea Communications Cable Under Repair by Russian Vessel Surveyor

Since autumn 2023, one of two parallel subsea communication cables connecting Kaliningrad to mainland Russia has been severed. In early April 2024, the Russian dive support vessel 'Surveyor' began operations along this cable route near Kaliningrad. The vessel recently transited from the Caspian Sea about a week after the cable break was discovered, marking the third known attempt to work on the cable. Chart discrepancies indicate one cable is marked as a communication cable on most of its route but as a power cable in Finnish waters, likely a regulatory anomaly. The landing point deep in the Gulf of Finland on Russian soil was the site of extensive repair work in the autumn. It is currently unknown whether the cable has been successfully repaired. These repeated repair activities underscore the strategic importance of these underwater cables for Russia's Kaliningrad exclave connectivity and raise questions about possible sabotage or damage events affecting Baltic communication infrastructure.
