A suspected Kremlin campaign launched drones over Europe from Russian shadow fleet vessels between 2024 and 2026, targeting NATO military bases, critical infrastructure, and airports, with confirmed use of ship-launched drones and involvement of Russian intelligence-linked vessels.
Between August 2024 and February 2026, there were 144 drone sightings over Europe, especially NATO member countries and Ireland, disrupting civilian airports and military bases including those hosting US nuclear weapons. These drone flights are believed linked to a Kremlin campaign involving Russian shadow fleet vessels—commercial ships transporting sanctioned Russian oil—frequently loitering near coasts while launching drones. The drones were mainly military-style, flying mostly at night or pre-dawn, and targeted sensitive military bases, critical infrastructure, and airports. One confirmed incident in February 2026 involved a drone launched from the Russian signals intelligence vessel Zhigulevsk in Swedish waters. Known drone models involved include the ship-launch-capable Merlin-VR, VTOL Legioner E29, and Orlan-10 drones with ranges and payloads suitable for maritime surveillance and stand-off missions. Suspect ships such as Hav Dolphin, Boracay, Arctica, Eagle S, and others were tracked near drone incidents, some linked to Russian intelligence and private military groups. European responses, including the EU's planned European Drone Defence Initiative, have been fragmented with delays in deployment and legal uncertainties. Effective maritime enforcement against Russian shadow vessels remains a critical challenge.
Confidence: High
The pattern of military-style drones launched from Russian-linked commercial vessels targeting NATO nuclear-capable bases, military facilities, critical infrastructure, and airports over a prolonged period fits established hybrid warfare techniques aimed at probing defenses, surveillance, and harassment below armed attack thresholds. Confirmed incident of drone launched from Russian signals intelligence vessel and intelligence personnel onboard shadow fleet ships provide direct links to Russi...
