"It is offered to earn quick money by photographing military or industrial sites or conducting disinformation," said Harald Schnur, deputy head of the Saarland Verfassungsschutz.
"The recruited persons are mostly young, often Russian-speaking and pro-Russian, and come from criminal milieus, often unaware they are recruited by intelligence services," Schnur explained.
"After expelling Russian diplomats accused or suspected of intelligence service activity, Russia widened the scope of persons working for it," Schnur added.
"A firebomb in air freight at Leipzig Airport and a sabotage action during the Bundestag election involving over 270 vehicles with blocked exhaust pipes were likely linked to such disposable agents," Schnur reported.
"In Saarland we built a security network informing the energy sector, local authorities, and mayors to sensitize them to espionage risks," Schnur said.
The interior ministry has so far invested around €650,000 against drones, with 75% funded by the EU, due to an increase in drone espionage in Saarland.
"On constitutionally hostile sabotage or secret agent activity, prison terms from five up to ten years threaten," Schnur warned.
