Estonian authorities arrested 10 suspects, including Russians and dual citizens, involved in property damage, monument defacement, and attacks on government and media figures. The Estonian Internal Security Service identified social media-based recruitment targeting to sow fear and societal divisions. Latvia's State Security Service detained a dual Estonian-Russian citizen who vandalized a World War II memorial honoring Latvian soldiers opposing the Soviet Red Army, leading to a criminal investigation for aiding Russian intelligence. Estonian Prime Minister Kaja Kallas publicly condemned Kremlin attempts to target democratic societies, urging transparency to counter such tactics. These operations failed to achieve their goal of inciting widespread social tension.
