On 3 October 2024, the EU adopted a sanctions framework against individuals and entities responsible for Russian hybrid threats targeting the EU, including sabotage, cyberattacks, and disinformation. The framework, expanded in 2025, currently sanctions 65 individuals and 17 entities.
The European Union has strongly condemned Russia's persistent hybrid warfare activities against the EU and its members, which involve sabotage, disruption of critical infrastructure, cyberattacks, foreign information manipulation and interference (FIMI), and attempts to undermine democracy and electoral processes. In response, on 3 October 2024, the EU established a new sanctions framework targeting individuals and entities engaged in destabilising activities linked to the Russian government that undermine EU security, democratic institutions, and economic activities. This includes measures against malicious cyber activities, coordinated disinformation campaigns, electoral interference, sabotage of critical infrastructure, and migrant instrumentalisation used as a hybrid threat. On 20 May 2025, the sanctions were expanded to cover tangible assets related to these destabilising actions, such as vessels, aircraft, real estate, digital and communication network elements, and financial sector institutions, including crypto service providers. The current sanctions list includes 65 individuals and 17 entities, with travel bans, asset freezes, and prohibitions on providing funds or economic resources. These sanctions were extended until 9 October 2026, demonstrating the EU's ongoing commitment to deter and hold accountable those responsible for these hybrid threats amid Russia's broad campaign of hybrid warfare exacerbated by its invasion of Ukraine in 2022.
Confidence: High
The event clearly describes aggressive hybrid actions by Russia against the EU, including sabotage and cyberattacks. It also outlines the EU's adoption and expansion of sanctions as a defensive and deterrent measure. Therefore, it involves both aggressor actions and defense preparations with high confidence.
