Finland extends closure of eastern border with Russia to prevent instrumentalised migration posing a security threat.
The Finnish Government has renewed its decision to keep the eastern land border with Russia closed until further notice, continuing the centralisation of international protection applications. The closure has been in effect since 15 December 2023 and aims to prevent instrumentalised migration used as a pressure tool by Russia, which could threaten Finland's national security and public order. The closure decision repeals the prior decision from 16 April 2025. The government regularly reviews this decision in cooperation with the Finnish Border Guard and other authorities to assess the security situation and will amend or repeal the closure if the threat level decreases. Applications for international protection can still be submitted at other Finnish external border crossing points open for air and maritime traffic.
Confidence: High
The signal represents a Finnish defensive and preventive government measure to counter a non-military pressure tactic attributed to Russia, i.e., instrumentalised migration via border crossings. The closure and centralisation policies reflect defense preparations against hybrid threats rather than direct aggression.
