Study Reveals Intensified Russian Propaganda and Hybrid Information Warfare Following Ukraine Invasion

Since Russia's large-scale invasion of Ukraine on February 24, 2022, Russian propaganda has intensified and adopted more conspiratorial tactics, according to a study by the Institute for Strategic Dialogue (ISD). The research notes that sanctioned state media like RT and Sputnik have diminished in the West but retain influence in regions like Latin America, the Middle East, and North Africa. Russia now relies heavily on covert networks spreading misinformation, such as false accusations against Ukrainian refugees in Germany, and manipulates social media platforms using fake accounts, influencers, AI-generated content, and falsified media. Key target audiences include immigrants from the former Soviet Union with limited integration and conspiracy theory adherents, especially COVID-19 skeptics. Propaganda pragmatically engages diverse ideological groups to promote Russia's geopolitical goals: increasing opposition to aid for Ukraine through economic and migration anxieties, supporting isolationist US policies, promoting Kremlin-friendly far-right parties in Europe, and delegitimizing Western values by highlighting alleged double standards in conflict assessments. The study identifies the Sahra Wagenknecht political alliance as a potent actor amplifying Kremlin narratives in Germany. The ISD warns that Russian information warfare now poses a critical threat to the liberal international order and democratic resilience, underscoring the urgent need for unified Western vigilance to safeguard Ukraine's capacity to resist Russian military aggression.
