Two transporters detained for illegally moving 18 individuals across the Belarus-Latvia border over the weekend of September 19-20 under Operation VILKATIS addressing hybrid threats.
On September 19 and 20, Latvian border guards and State Police detained two individuals transporting people who had illegally crossed the Belarus-Latvia border in Krāslava and Līvāni municipalities. An Estonian citizen driving a Volkswagen minibus was caught with six individuals lacking valid documents after illegally crossing the border. On the next day, a Latvian citizen driving another Volkswagen minibus was found to be en route to pick up 12 individuals, also without valid documents, in Asūne parish. Criminal proceedings were initiated under Section 285, Paragraph 3.1 of the Criminal Law for illegal movement of persons across the border under enhanced border security conditions. Additional vehicle and administrative violations were identified, including driving bans, invalid inspections, and unregistered vehicle documents. These incidents are part of Operation "VILKATIS" (WEREWOLF), a Latvian response to hybrid threats via instrumentalization of illegal migration from Belarus aiming to reduce illegal border crossings.
Confidence: Medium
The incident describes intentional illegal crossings and transportation of persons across the Belarus-Latvia border amid heightened security measures and a declared state of emergency, involving coordinated state response to a hybrid threat instrumentalizing migration to destabilize Latvia.
