Shipments were routed through Latvia due to stricter Lithuanian border controls and declared under false categories such as ceramic tiles to evade sanctions. The drone motors supplied (Japanese O.S.Engines Mfg Co motors) are actively used by Russian forces for drone manufacturing. Transactions were conducted in yuan and involved sanctioned entities such as Hong Kong-based IPM Limited. The company also supplied varied industrial equipment with potential military applications. Goods often reached Russia using Central Asian sanctions evasion routes through Kazakhstan, Kyrgyzstan, and Tajikistan. The deliveries supported Russian military capabilities during a period of sanctions, raising concerns by Lithuanian officials regarding betrayal and aiding Russia's war efforts.
