NATO is implementing a proactive hybrid warfare strategy to counter Russia's hybrid aggression, involving partnerships with private companies and military assets to prevent sabotage, drone incursions, cyberattacks, and infrastructure disruptions across Europe. This strategy includes cooperation with cyber firms, utility providers, energy sector companies, and cloud providers to enhance monitoring and defense of critical infrastructure. NATO aircraft intercepted a drone that entered Latvian airspace, and warships and aircraft have been deployed to protect the Baltic Sea amid suspected undersea cable attacks. A 2025 wiper cyberattack targeted Polish wind and solar farms and a power plant serving 500,000 people, exemplifying the growing Russian hybrid threat. The NATO approach emphasizes active defense and integrating civilian sensors into military networks to establish redundancy and resilience against hybrid threats.
