Latvia explores mobile bomb shelters as a solution to improve civil protection; a prototype was presented on April 10, 2025.
On April 10, 2025, during the Ministry of the Interior's Industry Day, Latvia's Interior Minister Rihards Kozlovskis discussed the potential establishment of a bomb shelter network using mobile shelters adapted from shelters for one day. Given past reluctance to set up a shelter system, the minister highlighted mobile reinforced concrete shelters as a practical option. A prototype of such a mobile shelter was presented by construction company UPB, which has experience deploying concrete barriers at state borders. The Parliament adopted amendments to the Civil Protection and Disaster Management Law to mandate construction and use of shelters for protection in military or disaster events, although no Latvian legislation currently regulates such shelters. The Ministry's draft law proposes categorizing shelters into three types.
Confidence: High
The article clearly reports on Latvian government and Parliament activities to improve civil defense by potentially adopting mobile bomb shelters – a defensive preparation. No aggressor activity is reported.
